MERITOCRACY:
The "seniority down, merit up" rule of law is capitalistic rule of giving incentive to merit with inspiration to come up and shine by looking at carrot of higher post carrying guaranteed privilege of higher dignity of life. This fine rule can however be established only in highly intellectual and highly civilized society determined to treat merit as the top valued capital. This rule is fantastic provided those in power of evaluating such merit are themselves meritorious persons.
